Serving El Segundo

Wood floor refinishing in El Segundo scheduled around fresh air, low-VOC finishes and realistic cure windows for houses and apartments.

Bellflower Wood Flooring brings more than 20 years of wood flooring work to El Segundo, from sanding and refinishing tired floors to installing new boards and repairing the ones worth keeping. On this page we focus on one practical question that shapes every refinishing job here: how to plan work that depends on fresh air moving through the rooms.

Sanding, staining and coating a floor all put dust or solvent vapor into indoor air, and the usual answer is open windows and running fans. In most cities nobody thinks twice about that step. Here, recent history gives homeowners and landlords a good reason to plan it deliberately rather than assume it will take care of itself.

Below we explain what happened, why it matters to floor work, and how we pick finishes and schedule cure time with it in mind. We also cover what an older house or a rental unit changes about the job, and what we measure and write down before anyone orders material.

What Happened at the Hyperion Plant in 2021 and 2022

A Treatment Plant Just Across the City Line

The Hyperion Treatment Plant is owned and operated by LA Sanitation, part of the City of Los Angeles, at 12000 Vista del Mar Boulevard in Playa del Rey. It sits outside El Segundo’s boundary, but close enough to the city’s residential blocks that what happens there can reach the neighborhoods nearby.

On July 11, 2021, a mechanical failure at the plant sent raw sewage to the Pacific Ocean through its one-mile outfall. The next day, parts of the plant, including the effluent pumping plant and pipe galleries, were flooded with raw sewage. LA Sanitation’s own later accounting put the ocean discharge at about 12.5 million gallons.

Closed Beaches and Odors in the Neighborhoods

The Los Angeles County Department of Public Health closed Dockweiler and El Segundo beaches on July 12, 2021. For a coastal city that treats its shoreline as part of daily life, the closure was the first visible sign that the failure reached well beyond the plant fence.

County health staff then visited residential neighborhoods upwind and downwind of the plant on July 20 and 24 and on August 2, 2021. They detected heavy, sewage-type odors that decreased in intensity with greater distance from the facility. By August 2022, the South Coast Air Quality Management District said it had received over 3,000 odor complaints about the plant since the July 2021 incident.

The September 2022 Emergency Declaration

On September 8, 2022, the City of El Segundo declared a local state of emergency over the continuing emission of noxious gases and foul odors from the plant. The city cited 1,100 odor-related complaints from community members at that point. Those facts come from the Los Angeles Regional Water Quality Control Board’s enforcement complaint against the City of Los Angeles.

We are not in a position to say what the air is like on any given day now, and we don’t pretend to be. What the record shows is that outdoor air in El Segundo was, for a stretch, the subject of a declared local emergency. That is reason enough to treat ventilation as something we plan with you rather than a box we tick on the day.

Why Floor Refinishing Needs Moving Air

What Sanding and Coating Put Into a Room

A full refinish runs a drum sander or orbital sander through a grit sequence, then an edger along the walls, and every pass makes fine wood dust. We use a dustless sanding system that captures most of it at the machine, but the room still needs good air exchange before stain and finish go down.

Stain and polyurethane release solvent vapor as they dry, and that vapor has to leave the house somehow. Cross-ventilation through open windows, with fans pulling air outward, is the standard way. When a coat dries in still air, it takes longer to harden and the whole schedule stretches.

When Opening the Windows Is a Judgment Call

Outdoor air in a coastal city can change with the wind and the day, and El Segundo’s recent history makes that plain. Before a coating day we check the National Weather Service forecast for zone CAZ366, Los Angeles County Beaches, which covers the city, and we ask you what the air has been like on your block.

If opening the house fully isn’t what you want on a given day, we move the schedule rather than force it. Sanding can go ahead one day while coating waits for a day that suits you. We would rather add a day to the job than lay a coat in a sealed room and hope it cures well.

Apartments With Fewer Windows to Open

Most El Segundo homes are rented: 57.5 percent of occupied units are renter-occupied, and the most common rental building holds five to nine units. Many of those apartments have windows on one or two walls only, which makes cross-ventilation harder than in a detached house with openings on every side.

In a unit like that we plan airflow room by room, setting fans to push air toward the windows that do open and keeping doors to finished rooms closed while they cure. Neighbors in a shared building notice finish odor in hallways too, so we talk with the owner or manager about timing before the work starts.

Finish Choices and Cure Timing

Waterborne Polyurethane Under Rule 1113

Every finish we apply here is legal under South Coast AQMD Rule 1113, which caps wood coatings at 275 grams of VOC per liter. Within that limit, waterborne polyurethane is usually our first suggestion for a house where ventilation is a concern. It carries less odor during application than oil-based products and dries between coats faster.

Waterborne finish goes on clear and stays that way, so the floor won’t take on the orange oak tone that older oil finishes develop over time. It comes in several sheen levels, from matte to gloss, and a matte sheen hides everyday scuffs better in a busy rental where tenants change every few years.

Oil-Modified Polyurethane and Hardwax Oil

Oil-modified polyurethane gives a warmer amber color that some owners want on red oak, and it builds a tough film. It also carries a stronger smell and a longer wait between coats, so we only schedule it where the household is comfortable keeping the house open for longer stretches.

Hardwax oil finish soaks into the wood instead of sitting on top, and worn spots can be touched up later without sanding the whole room. It suits white oak and wide plank floors well. Like any product we use, it has to meet the Rule 1113 limit, and we confirm that before ordering.

Treating Cure Time as Part of the Schedule

A floor that is dry to the touch is not yet cured. We plan light foot traffic, furniture and rugs as separate dates, and we tell you which rooms stay closed and for how long, so nobody is caught moving a couch onto a soft coat.

When the house has to stay shut for part of the cure, drying runs slower, and we build that into the calendar from the start. A tacky polyurethane or a milky finish is often the sign of a coat rushed in poor conditions, and fixing it means sanding back and starting over.

Planning Floor Work in El Segundo

Older Homes and Lead-Safe Practice

El Segundo’s housing is mostly older: 73.4 percent of units were built before 1980, and the 1960s were the busiest building decade. If you pull up carpet or linoleum and find wood underneath, we assess it board by board before anyone talks about a full replacement.

On any house built before 1978 we follow lead-safe work practices under the EPA Renovation, Repair and Painting rule, because old paint on trim and baseboards can be disturbed when we remove shoe molding. Old tile and black mastic under a floor are treated as a possible asbestos question before anything is sanded or scraped.

Rental Turnovers and Landlord Paperwork

For a landlord, floor work usually happens in the gap between tenants, when the unit is empty and windows can stay open for days. That gap is the best time to refinish a small apartment, and we try to book coating days early in it so cure time doesn’t push back a move-in date.

We give written estimates and invoices a landlord can file, listing the rooms, the finish and the work done. That record helps when separating normal wear and tear from damage at the end of a tenancy under Civil Code 1950.5, and it gives the next refinish a clear starting point.

What We Check Before We Price

Before quoting, we take moisture readings in the wood with a wood moisture meter, test any concrete slab as well, and write the numbers down. Soft spots, bounce and squeaks are traced to the subfloor and framing, and damaged boards are assessed one at a time so a weave-in repair can replace them instead of a whole room.

Stairs are priced per tread and riser rather than folded into a square-foot figure. Then we sit down with you and set a calendar that names the sanding day, each coating day and each cure window, with room to move a coating day if the air outside isn’t right.
